The OECD asked Melanie to work with them as an expert advisor on a project in Croatia. The Ministry of Tourism and Sport wanted advice on what to include in a new tourism law to help deliver the their sustainable tourism strategy.

Melanie conducted an extensive desk review of existing regulation and looked at the legislative frameworks of other countries to compare and contrast their approach. She designed a questionnaire for government staff and designed and facilitated a two day workshop in Zagreb to investigate some of the issues in more depth.
​
The resulting was a report that included an appraisal of the existing legislative framework , a comparative study of frameworks in Portugal, Estonia, Spain and Greece, and recommendations on four themes: destination management, standards for sustainable tourism, incentivising sustainable tourism development and performance management.

Later in 2023 she will go on to look at destination management across the country in more depth.
